You may bring an action against an agency with in two years from the date the liability arises, Unless the agency has willfully misrepresented any information required to be disclosed and the information misrepresented is necessary to establish the agency's liability, the action may be brought within two years after discovery of the misrepresentation. 

The Federal Trade Commission (FTC)  is the federal agency given the authority to enforce the provisions of the Fair Credit Reporting Act. You may register a complaint at the office in your district.
